Taiwan provides $5 million in support for Ukraine reconstruction projects implemented by Lithuania

On August 18, a memorandum was signed regarding a $5 million contribution that the Taiwanese Representative Office in Lithuania will allocate to Ukraine reconstruction projects implemented by Lithuania. The funds will support Ukraine’s recovery initiatives in the fields of education, comprehensive assistance to children affected by the war, strengthening business partnerships, and rebuilding critical infrastructure.

This is already the third memorandum signed between the Lithuanian International Partnerships Center — a branch of CPVA — and the Taiwanese Representative Office in Lithuania, aimed at helping Ukraine rebuild infrastructure destroyed by russian bombing and strengthen the provision of comprehensive assistance to people affected by the war.

“Our joint work in rebuilding Ukraine, above all, restores people’s everyday lives — it’s not just about rebuilding destroyed buildings, but about restoring what was lost during the war. More than a thousand children have already returned to renovated schools and kindergartens. We hear from local communities that it is precisely because of safer spaces for children that Ukrainian families are deciding to return to their hometowns — the best proof that reconstruction changes people’s lives, not just cities. The Taiwanese Representative Office in Lithuania’s contribution to this process is not one-off support, but a consistent, long-term commitment that we intend to continue developing together with our partners,” emphasizes Indrė Šuolienė, Director of the Central Project Management Agency.

Funds from the two previous contributions made by the Lithuanian Development Cooperation and Humanitarian Aid Fund and the Taiwanese Representative Office in Lithuania have already contributed to the implementation of 12 projects for Ukraine’s reconstruction. Educational infrastructure has been restored in the Kyiv region — schools and kindergartens have been rebuilt, enabling more than a thousand children to continue in-person learning. Completed projects include a rebuilt school in Borodianka, a renovated “Ruta” kindergarten in Irpin, and an anti-radiation shelter installed at a kindergarten in the village of Kozyntsi. Thanks to this support, the rebuilt Borodianka kindergarten was also fully equipped with furniture and the necessary equipment. The Taiwanese Representative Office in Lithuania is also contributing to a program aimed at improving the learning outcomes of Ukrainian schoolchildren, which helps make up for learning gaps caused by the war and prolonged remote learning, in the Odesa region, as well as to the “Children First” comprehensive support program for children affected by the war.

This targeted contribution from the Taiwanese Representative Office in Lithuania will be directed toward a broad range of Ukraine’s recovery and support activities. Part of the funds will be invested in implementing the Business Partnerships Program in Ukraine and in providing assistance to Ukrainian children affected by the war. The remaining portion of the contribution will go toward restoring education, rehabilitation, and other critical infrastructure necessary for the country’s economic and social life. This allocation of funds reflects a comprehensive approach to Ukraine’s recovery and reconstruction: the aim is not only to rebuild objects devastated by the war, but also to create conditions for residents to return to a safe, stable, and full life.

“Through the contribution, Taiwan and Lithuania can share our experience and resources, which ultimately, would help create the conditions and turn the potentials of Ukrainian businesses and communities into engines of the country’s better futures. Taiwan has been standing with Ukraine since the beginning of its fighting against Russian full-scale invasion, and we will continue to do so. We are also grateful to our trusted Lithuanian partners for working with us and turning our shared values into concrete actions,” says Representative Constance Wang of the Taiwanese Representative office in Lithuania.

“This is yet another vivid example of how international solidarity turns into real help for Ukraine. The Lithuanian International Partnerships Center bears great responsibility for ensuring that every dollar or euro reaches those who need it most — children returning to their school desks or communities rebuilding small businesses. Lithuania greatly values cooperation with international partners, because it is only by working together that we can achieve a sustainable and lasting impact,” says Rasa Suraučienė, Director of the Lithuanian International Partnerships Center (CPVA).

Lithuania finances Ukraine’s reconstruction projects from the Development Cooperation and Humanitarian Aid Fund. Prior to the signing of this new memorandum, the Taiwanese Representative Office in Lithuania had already allocated $10 million to Ukraine recovery projects implemented by Lithuania.
